One of the things I really enjoy doing is creating a custom dynasty. However, obviously you can only use the ruler designer for a single character. Does anyone have any suggestions for how I might be able to create custom dynasties more easily? Is there some way to easily import multiple custom characters?

Family-wise, Sketchy's cheat menu comes to mind. Could make custom events/decisions for 'pre-configured' custom characters, but Sketchy's pretty much already does that. As for parents/g-parents, dynasty tree, events could probably handle that.

I went through a whole notably long process of creating my own submod for my own dynasty. Might want to go digging through the forums for threads on it, pretty sure mine's still on the old forums.

I had a very original solution to this same dilemma, although I dont think it is something you can rely on. I was playing Lordhip of Tolos (Kingdom of North Valyria... once restored that is). Custom made start, High Valyrian. No viable spouse at all. Well, there is Agon, and his sisters, conquering Westeros, but whole point, is not to interfere with the main story, and let it play out. Instead, focus, on slowly restoring the realm of North Valyria, without doing anything, what might derail the lore of the game.
Anyway, long story short, I became an immortal. Not something to rely on, at all, lol. But still. As I was restoring the realm, (recolonizing ruins of North Valyria), over the decades, eventually, as I was creating new vassals in the holdings, one of them created a High Valyrian lord. WIN! Dynasty issue solved. Chance of repetition is low to 0, but a fun game, to be sure. Not going to help you I guess, but, the possibility is there.

Honestly. It's possible, there's probably a simpler way, but, I couldn't tell you. SO here's what I'd do.
Use sketchyscheat menu, create a bunch of custom courtiers. you know, kids, males, females. Whatever. Get a pen and a pad, take down their character Ids, save your game as an uncompressed file. (btw, I'm assuming you can raise these individuals to nobility, cause if you can't, kinda puts a kink in the plan.) anyway. once you're in the save file. You can set up marriages and family situations. Set fathers and mothers for any children you. Spouses for others. bethrothed for some, whatever. Delete the dynasty created by the sketchycheat menu btw. Because it links a lot of the characters to the same dynasty, and it's usually that of an existing dynasty. So like, dragons, or faith of the seven. Something that you probably don't want to change.
But, after you've done all that "fun" stuff. Go in, cheat, raise the individuals you want to nobility, and then edit their coat of arms, dynasty name. Custom dynasties. Plus, you can change ethnicity, and culture and religion in the save. Though you can also do that in game.
If you want to get really fancy, you can create a new character to suit a look you want in a new game. Save that game, and copy that character's DNA to your main game for one of your custom dynasty members.
Add the traits you want in game using the console. You're done.

I also had the urge to create more custom dynasties. The way I went about doing it is by creating the character I intend to play as to start off. Always save after each character to keep from having to start over. Example:1 House Clegane Aegon's Conquest : Console charinfo, then console over to LP of Westerlands. Type in console give_title c_fang_tower charid(LP of westerlands). Find a courtier who you think fits the mold of the house you want and move them to your court. Give Fang Tower to courtier. Console over to him add_trait house_customizer. Then type event customizer_house.1 Next chose house is extinct find Clegane and pick them. Typically now i will find a wife and pollinate a child or two for survival of the house. Example 2: 2nd Custom Character : Find a courtier that you like and move he/she to your court. Add whatever traits you would like to them. Decide where they will will be landed. If they are not going to be your vassal I recommend to console over to their soon to be liege and land them. Next console over to the 2nd Custom Character change their sigil and name to your liking. If you want them to be part of an already established house just add_trait house_customizer. If house is alive follow the prompts when slecting if extinct type event customizer_houses.1 and choose. I hope this helps. This way is time consuming but you can establish your own canon or RP your own created scenarios. If you have any questions feel free to ask
