OK so have a few COA PNG files I downloaded from the ASOIAF wiki and am needing help to on two things; first making them into TGA files and second, editing them. Right now they look like this: The image doesn't cover the whole file but instead looks like a Coat of Arms. I'm unsure if this will cause problems, so I'm wanting to expand the image to the edges of the file (?). Hopefully someone can help me with both of these issues.

It won't work as is since COAs need to be square TGA files of 128x128x24. Easy to do, though: aegon2coa.tga (21 KB)

OK I don't think I explained this correctly. I'm trying to make the COAs into flag files; there going to be dynastic flags, like the special Baratheon-Lannister and Flaming stag flags. Would the TGA you posted work for that or do I need to make it bigger? And follow up, is there a guide on how to do that as I have at least four other COA flags to make.

What he gave you will work. They use same file types/dimensions. Only the CoA can have more than 1. As that's just the singular it can be used for both.

I use Paint.Net Open the image you have, then go to Image > Canvas Size and make the new size the same width and height. This will give you white or transparent borders on the left and right as it makes the shield square. Then select the Color Picker tool and select the background image of the shield. Then select the Paint Bucket and in the toolbar, click the 'Aliasing Enabled' button to turn this OFF (important, or it will blur into the image itself). Fill the white or transparent areas with the background colour. Now you have a square image. Go to Image > Resize and set its width and height to 128. Then finally File>Save as a 24-bit TGA image.

Is there any way to copy/paste the existing background color if it's not black? BTW these these two are the ones I'm working on: and (couldn't get a smaller size) Also, I'm assuming that this could also work if I wanted to use the TGAs as COAs, just make them smaller?

With the first shield, extend the green left bottom and the black right bottom. You can pick any colour of course.
With the yellow horse you should remove the black border before squaring it by extending the yellow colour.
In general, if the COA has a border, just remove it by replacing it with the background colour.

Flags are all the same size, and so are COAs -- but COAs are typically inside a grid on a larger image, which is referenced through the COA definition files.
