I think the game rule for fabricating claims need an additional option, where you can only fabricate claims on provinces that have either the same culture group or the same religion as yourself. This will provide opportunity to expand without getting silly claims on completely foreign realms.

The free cities fight over many disputed lands and none of them share religion or cultures. Ironborn share no religion or culture with anyone but love to make up claims. Claim wars between the Old God worshipers and New? Mountain clans of the vale? High Valyrians of valyrian religion?

And there are several CBs that are not claim fabrication to expand. Also, this suggestion is an OPTION for a game rule, not something you'd be required to play with. It would mostly be to avoid snowballing, such as AI Yi Ti fabricating claims on the Bone Mountain cities (which does not make much sense at all). It's also balancing the two options that already are there, either no fabricating claims at all, or free fabrication everywhere. The AI Iron Islands do not fabricate claims on the main land anyway, as the AI can only fabricate on bordering provinces.

But fair enough you are only asking about options.
