I'm trying to create a submod where characters outside of the ruler's realm are excluded from inheritance. The idea is to keep border gore to a minimum while also creating some interesting long-lost adventurer/claimant scenarios. Anything I edit within the succession laws text file seems to do nothing, so I'm at a loss if someone can help me out.
