I am wondering how to begin reconstruction of a Ruin. I haven't been offered anything to do so in my playthrough, and was wondering if is has been implemented, or am I just too stupid to figure it out >.>

it has, you have to fully own the duchy I believe. I rebuilt Skane on Skagos after becoming Lord Paramount.

I have found the issue. A different mod was interfering.
