I've noticed this ever since 2.2... High valyrians never turn into Westerosi Valyrians, I don't know about the Essosi Valyrians for I've been playing with westeros only mod ever since 2.2 came out, but today I'm starting a new game with the whole map just to check, never the less, even in the later start dates the targs are still High Valyrian culture...
I'm not a dragon player and I pretty much always play with the second most powerful houses in the kingdoms like the Florents/Boltons/Reynes because I enjoy building tall and taking over... but I've never played valyrian for I feel cheapened by using dragons, I just see them as an obstacle that'd be nice to overcome, be that by intrigue or even in the battlefield... but I hate how the targaryens in the game (because it's the game system and the AI of course) like to spread it's bloody dynasty and culture all around making anyone a bloody dragon rider, also because dragons never die off in the game either...
---------------------------------------------------------- I've realized just now that in Essos there're Essosi Valyrians, and that the Celtigars are in fact Westerosi Valryians, never the less... the Velaryons and the Targaryens never turn to Westerosi Valyrian as they did before... so is this a bug or a new feature?

well that's weird then, I only had 1 instance in which Aegon decided to turn east instead of west and he became Essosi Valyrian, and in all my other playthroughs before 2.2, the Targs would turn to Westerosi Valyrian after a few generations...
I'd have to suppose these were all rare instances then...

If I recall correctly, I think there was a period in a previous version where there was a bug where some High Valyrian characters would turn either Western or Eastern Valyrian instead of staying High Valyrian, like the Velaryons and Targaryens, but that was fixed.
