I think it'd be a cool idea to implement the ability to build Harrenhal as a Hoare Trident/Isles ruler of Godsfort, either as young Harren or more canonically start (if I recall correctly) as one of his ancestors. It could be a several generation long event to convert that province into the glorious fortress its destined to be.
