Does anyone know if there is a limit on how small a land province can be? The sea province off sea guard that connects to the portage route (not the main Ironmans Bay the smaller one) is pretty minute but sea provinces don’t need to fit all the statics for settlements and armies etc so wasn’t sure if there are limits to how small you can make a province?

Every unique colour apart from white and black in provinces.bmp will be read ingame as a province. So technically a province can be as small as 1 pixel although i can't imagine that working well ingame.

Does every colour have to be unique, or would different shades from it's bordering county's also work?

A different shade is a different colour, the colors are defined by the hex triplet number (the three different numbers, which make up the colour), each different province needs to be unique (the numbers need to be unique)

Alternatively, with the Color Tool (Shift+O) you can select a colour and see if there are other matches. Might want to adjust the Threshold value to 1 or 2. Default it's set to 15. That can be done in the -> Windows -> Dockable Dialogs -> Tool Options.
