Pretty sure that Martin just felt like giving the gay flag to a homosexual, but he set up lore so people didn't think that way.

Rainbows have been used as symbols for centuries in hundred of different cultures, there's no need to assosiate everything with very modern social movements. If Martin said he didn't thought about it, then it's not associated.
