I have a small issue with this event. When a ruler dies with no heir, you get the event to give the title to his widow, to a claimant or to keep it for yourself.
I think the tyranny is too harsh for this. I had the ruler of Harrenhal die suddenly, and my only options were to give the castle to the widow, a 35 year old lowborn stormlander, or to a nearby ruler that fabricated a claim on it. I think both options are equally bad. You can't just give the greatest castle in Westeros to some lowborn woman that is almost past child-bearing age, and you shouldn't just give it away to some lord paramount that fabricated a claim. There should be no tyranny involved unless the options available actually make sense (like a bastard, or a distant family member), or there should be another option, something like "I will reward my loyal unlanded courtier" and give them the title (that's what I would do anyway).
