That's what I came here to find out too, that's a little unfortunate. I guess it doesn't work with the Iron Throne being an empire title instead of having the seven Kingdoms as tributary states which doesn't make as much sense lore wise.

Is the top-liege mechanic of Great Works hardcoded? I hope not, but it does seem like the construction and effects of Great Works can already be used in-game through events, decisions, and regular buildings. Maybe if/when we get unique models made for the Red Keep, Winterfell, Casterly Rock, Harrenhal, etc. the mechanic can be used to toggle those models being shown.

This mod is built on leisure time. You should respect that, without hassling the devs over aesthetic enhancements to a mod that they already labor over without compensation. If you want great works, Make a sub mod for it. I'm sure that the Great Works system can be emulated with what's currently available to be modded. Just take Harrenhal, the Red Keep, colonies, etc. Like Great Works, they're multi-generational endeavors that require vast investments of time and gold, but they just use a chain of events. It might be easier to just do this, have a few generic Great Works to begin with, then progressively add in specific lore ones. Of course, it'll be quite a pain, but still the only real way to simulate it until PDX decides to alter the Great Works code.

well there is mods that add Greatworks but it goes strait to top liege, from the saves file the great works seems hard coded to go to top liege, there is no owner unlike the trade post, the greatworks control only goes straight to the top tier of that province controller.

But what if they gave little prestige/whatever bonus to the top liege and a much more substantial province bonus? They do give province bonuses in vanilla, like levy size, fort level and tax modifiers.

They do give province bonuses in vanilla, like levy size, fort level and tax modifiers. You can do that, but it will limit what you can do. Things like opinion bonuses and the like need to be applied to a character, not the province, so those will only work for the top liege.
