The moral authority requirement is too high. Even after well over a century and total control of ALL the holy sites, moral authority is below 30. Either the base moral authority needs a buff for all religions, or the requirement of 50 needs to be lowered, because I don't see a way to reform any of the faiths without cheating at this point.

Arguably given the that most of the religions are pretty old and are quite stable that makes a lot of sense - reforming a religion that well established would probably take several centuries of careful planning, arguably being able to reform religions like the Drowned God, Old Gods, or most Essosi faiths is a lore stretch seeing as they are actually pretty well established and codified, so having the requirement quite high is appropriate

I believe the authority goes up if you convert people. I think with all the default rules for the mod on, it may literally be impossible. However, if you turn on the option to let you demand religious conversion, you can conquer a bunch of people and convince them to convert. That will boost up the moral authority.
That being said, if this could be put behind a game rule somehow (modifying the moral authority required) that would be awesome.

Win a bunch of foreign wars(different religions) effectively. I have taken the hyrkooni faith and massively boosted its moral authority by winning a bunch of slave raids against Jogos Nhai and Dothraki neighbors. Moral Authority comes from strength and the clear/best way to do that is to defeat religious opponents on the battlefield. Just sitting around controlling holy sites rightfully shouldn't be enough, you have to make the religion strong on the field against others. I also converted non-hyrkooni counties i conquered via proselytization and that helped as well.

Winning wars and raiding infidel churches seems to be the way to go on my current ironborn game. You could also save up a lot of money and build the needed points in churches (it'd be good to forge the church building bloodline too)

I'm a dipshit. I was playing with the no province conversions game rule enabled. Forgot to switch it before I want on a valyrian reformation quest. I did manage to reform the faith, but not by conversions after all. Turns out all you have to do is conquer a huge chunk of essos to boost the moral authority.
