I have a vague idea of how to do it but I want to make sure I have all the correct before I break something. Currently, frustratingly, there are a number of previously important counties that only spawn with a single city holding when colonization finishes, such as Essaria, Sarnath (almost all of the Sarnor counties outside of Saath and Omber, actually) and Yinishar and Adakhakileki in Hyrkoon. I'm not positive what, for example, makes it so Yinishar doesn't get a castle, but Stonefort, in the same duchy, gets one when colonization finishes.

What is your question? The topic title and your post aren't about the same thing.
To answer the post: In a nutshell, the colonization event only adds a castle to provinces if there isn't already a proper holding. The various city holdings in the Dothraki sea existing means that the province does not get a free castle after colonizing, you're supposed to build one yourself.
To answer the title: sub-barony ruins are special cases which get added by event. Normally, a province is either entirely ruined or not, but for the Dothraki Sea (and the Wall) sub-baronies are made ruins by event.
Colonies changing from the original culture to the colonizer is by design. So unless you get lucky enough to spawn an Essarian courtier and give them the colony before it completes, there is no way to bring back Essarian as a culture by colonizing.

My apologies for not being clear. I specifically meant to ask how to ensure that all counties receive a castle barony when the colonization event finishes. My point was that some Dothraki provinces DO receive castles (or cities) upon completion, while others do not. For example, Essaria does not receive one, while Volaena, or Selhoru do.
