I really don't know if it's a bug or intentional. I've taken a screenshot that sums it up. It just doesn't make sense that the total number of troops is not the current number, but a virtual one based in some other stas. In another gameplay, the Stormking had 7k levy troops and the Iron Throne could summon 9k just from him. Any ideas how to solve that?

When summoning vassal levies, you summon their own vassals levies as well, and use your own laws and opinion modifiers to determine all this. So for instance, if the vassal themselves is despised by their own vassals who refuse to offer up any notable number of levies due to opinion and weak realm law, you can still summon a large portion of those missing levies as their liege if you have strong laws for levy requirement and also a high opinion.

The point is the total levies belonging to a high tier vassal already count in his own vassals' troops. It doesn't make too much sense that the vassal of a vassal should directly give extra levies to the liege's liege. Even if you put the vassals' vassal providing levies directly to the higher liege, the numbers don't match. There are extra troops to the higher liege and that makes the game unbalanced. For instance, if the Iron Throne united the North, the Vale and Dorne it would have +100k troops. It's more than the other factions all together. Considering it's not so difficult to unify the Seven Kingdoms in early to mid game, it should be impossible to play as an Essos character.
Do you know anyway to mod that?
