Just go into the portrait files and go into the headgear file for each culture and highlight and delete each hat causing you grief

That is to say, in portraits, there is a line for headgear that hides hair, but it just has numbers in that line. It doesn't really identify which headgear is which and I'd rather not disable crowns and the likes.

Ok so you really should do this in gimp, open the gfx folder, then go into the folder for each culture and open the files marked headgear in gimp, then use rectangular select and delete to delete hats you don't like

There's a better way that is less likely to break things. What you should do is go to \interface\portrait_properties\00_portrait_properties.txt and make it so property 5.5 to 5.8 have the factor set to 0. Possibly also 5.9 if you also want spymasters and silent sisters to not wear hats, and 5.10 onwards for martial helms.
5.0 to 5.4 are crowns so you'll want to leave those be, likely.
