An issue playing as a count whose liege is the king himself there seems to be no way to rise up the ranks,sice i havent been playing for too long iso idont know if there a way to make titular duchies.

I'm not aware of how to make titular duchies (if it is possible), but being the direct liege of the king is not a hindrance to creating duchies. You can freely create them as long as you have the required counties. In fact, being the king's direct liege makes things easier. You cannot create titles that equal your liege's, so if you are the liege of a duke you cannot create duchies. Since a duchy is below the king, a direct vassal of the king is free to create them.

In saying that every Robb Stark playthrough I do, three days into the game Marge Mormont creates the High Lordship of Bear Island which I assume is titular(?) as it doesn't have a history entry, so I'd assume it is possible to create titular duchies

Not sure what all the titular titles are sadly, dont think there's too many ducal level ones in the game of thrones, though think there are some titular kingdom titles that almost never appear.
In general given what I've heard about the views on westeros I dont think we'll be seeing many more official titular titles added simply because while there are some arguments for them generally it's not very well supported that a true fuedal hierarchy is a thing in westeros per se, and only exists as is due to game mechanics. I'd be all for a few more titular titles(As I'm sure the devs are tired of hearing) but I will also agree that the stagnation of westerosi politics means that titular titles dont have quite the same place they would in RL, since titular duchies(Arguments about the de jure system aside) mostly represent counts who have gained wealth and influence locally to override other dukes that may have a legitimate claim to their fealty. The means for this historically was long and tedious, but generally it's been argued that high lordships in agot are a bit questionable to begin with, and upstart nobles grabbing a large amount of power locally to stand up to other major lords of one of the kingdoms(Not quite like castamere vs lannisters or boltons vs starks, but the step below those conflicts) if they think they have a right to claim fealty does seem off.
