Duel system and winning chances

I'd like to know how the duel system determines who wins and what are the odds for each participant EXACTLY, please.

I found this:

I assume that means that if I have a personal combat skill of let's say, 100, and I have any of those traits on the list, then that PCS score get multiplied by that much (am I wrong about that assumption?).

Then what happens to determine who wins?

Also, anybody has a list of how much do negative traits impact your duel score?
