Considering that the master-at-arms can improve the martial of your commanders through the 'Organise the Army' action, wouldn't it also make sense for them to also have the ability to increase their duelling skill as well? They can already train up children, why can't they also teach grown ups how to stick 'em with the pointy end if they aren't too good with a sword?
I'd suggest either adding it to the 'Organise the Army' action as a separate positive outcome alongside improving martial, or create a new 'Train Commanders' action modelled on the already existing 'Train Children' one (maybe even merge both into one to create a unified 'Train Household' action or something similar, which trains both children and commanders in the art of duelling - especially good if you have no children that need training but you've got a few commanders kicking around that need brushing up on their swordplay). It would work essentially the same way, where the duel skill of the master-at-arms would influence the chance of a commander improving their duel skill.
Perhaps, so that it isn't too OP, make the chance of a positive outcome markedly lower to that of the current 'Train Children' action. Perhaps even have it scale to become less successful the older a character is, if that sort of thing can be even implemented. Old dogs, new tricks and all that. I wouldn't think this is necessary though. After all, I rarely see my children get trained up to be formidable fighters, even when they have one for a master-at-arms.
Another suggestion would be to make it so they can only be trained up to 'Trained Fighter' status with this action. After all, I cannot count the number of times I've had an excellent commander who doesn't even have a duel skill trait. This would make it so there's never a risk of the action making a random peasant the next Jaime Lannister, while giving you a reliable way to train up your commanders from no experience at all to ensure they at least stand a chance if they ever get caught in the middle of a battle.
TL;DR - Your Master-at-Arms should be able to teach your commanders the art of duelling, even if it is only to 'Trained Fighter' status and/or there is a reduced chance of a positive outcome than when training children.
