I just had a ruler declare a retribution war on me for raiding. He has 803 troops. I have 20.75K troops. It should be obvious to him that this war is not a good idea. 
It might also be a good idea to include a scaling check for dragons. I have a dragon with Martial 48. IIRC there's only a single check for a dragon with Martial 60 or 80 or something like that.
