I'm wondering what the reasoning behind making certain regions' holdings unimprovable in the "large essosi city" sense.
I was playing Ibben and colonizing the norther Dothraki Sea when I noticed that not only did my newly finished provinces NOT have a castle building within their castles or a city building withing their cities, but there was no option to create one. I asked originally on reddit and was directed to the 00_upgrades.txt file and the following lines:
potential = { NOT = { region = world_beyond_the_wall } NOT = { region = world_dothraki } NOT = { region = world_ifeqevron } NOT = { region = world_jogos_nhai }
I understand this being here, in the vein of keeping The Dothraki or tribals in general from upgrading provinces that they'd obviously have no place developing.
My main question is, Was it a conscious decision to make it also impossible for colonizing "civilized" forces to improve these holdings? Or would it be a good idea, or possible at all, to add an exception to these limitations in these regions for civilized forces (such as Ibben)?

It is mainly because at the time of creating the original nomad mechanics there were no base value buildings in the area, and haven't got around to adding them since the DLC nomad mechanics were added. We should perhaps rectify this

We should perhaps rectify this Ah thanks! I'll probably submit this under suggestions I guess as a reminder for it to be taken out then. So no detrimental effects on events and stuff for just commenting out these conditions, ya think?

Nice, I always wanted to play a Dothraki lord who settled down. A Dothraki basevalue building would be interesting indeed because they're so cavalry based over other cultures in the world.

Arguably, they could use the Lhazareen buildings, given that they are implied to be Dothraki that never became nomads.
