Add toll buildings in to the game for the step stones. The reason for this is I believe its mentioned in the rogue prince book.

Tnh just download the trade routes mod - it represents the principle of tolls and trade disruption in the Stepstones far better.
As a side note where do people stand on royal mints represented as buildings? One in Kings Landing, then defunct ones in White Harbour (canon), Lannisport, Oldtown (canonish with the Hightower Bank), Sunspear, Gulltown, Storms End that could only be activated if their kingdoms were independent, providing income and perhaps a minor title of Master of the Mint?

It has a trade route from Lys to the other Free Cities passing through the Stepstones, so any war there will greatly diminish the value of the route. And a holder of the islands can build a trade post to get some of its income, sort of representing toll booths.

I'd say the years under Free Cities rule would be highly relevant for a scenario where the Stepstones are ruled by non-pirates, like for example one of the Free Cities.
