I know that this is probably beyond the scope of modding, as I believe the council system is pretty hardwired in the game's coding. But I wonder, and perhaps someone who is more capable with these things than I can answer, is there any way to create a mod that allows the Iron Throne to place any lord on the Small Council? As it stands right now, if I'm not mistaken, the Iron Throne can only appoint direct vassals to the Small Council. This makes it difficult, for example, for Robert to appoint Baelish to the Small Council, as he is a House Arryn vassal, unless the Fingers are directly under Robert (just using these names for examples, as I believe Baelish is sworn to the Iron Throne, at least in A Clash of Kings for this very reason). So is there any way a submod can be created that allows the Iron Throne to place any willing lord on the Small Council or is it prohibited by the game's hard wiring?

Although in theory if you wanted you could create a titular viceroyal king level small council title and give them to anyone and it would immediately make them sworn to you directly. Its completely non historical/not lore friendly but it would work as far as game rules were concerned.
