If you want to use it in an existing save, open your last autosave.ck2 file in WinZip or similar and extract the autosave.ck2 file inside to your desktop. Close WinZip. Near the top of the file, add this under game_rules:
seize_valyrian_swords="less_restricted"
Save the file and put it back in your save game folder, overwriting the file of the same name.

This doesn't seem to work or else I'm misunderstanding it. I'm playing as Ramsay and I can't take Oathkeeper from Cersei Lannister. He's arbitrary and not humble, kind, honorable, or just.

I thought just allowing dishonourable people to steal swords would be too OP, so I made it so the sword owner must also be a traitor of some sorts to the dishonourable thief.
The canon example is Ned vs Joffrey, Ned rebelled against the crown so he is a traitor, allowing Joffrey to take Ice from him. I've successfully reproduced things like that in other scenarios (taking Longclaw of the Mormonts as a custom Stark, for example).

That said, I tweaked the decision so that I can do what I wanted to do initially. Going to play like that for a while and see if it is indeed unbalancing. Just broke my immersion when Roose married Cersei after the War of Five Kings, got Ramsay legitimized, and Cersei and Ramsay became rivals. Then Roose died and Ramsay locked her up and tortured her but he couldn't take her pretty sword (consequences? what are those?)

I'm wondering if this mod could potentially be causing a conflict somewhere? About once or twice each year I have an event pop up, reading as follows;
'Your liege, Magister Timpon Darves, has seized from you' (note that I am Timpon Daerves and also note the space between the 'seized' and 'from'. I have searched the localisation file and under the 'Valyrian Steel' file in the Game of Thrones folder I found the following;
EVTDESCvalyrian_steel.160;Your captor, [FromFrom.GetTitledFirstNameWithDynasty], has seized [FromFromFrom.GetName] from you!;;;;;;;;;;;;;x EVTOPTAvalyrian_steel.160;This is an outrage!;;;;;;;;;;;;;x
This seems to match very closely, the only mod i'm using which seems to deal with Valyrian swords is this one. I am using Congenital Overhaul but I use the folder made for that, can anyone help? I'd rather not restart if possible.
