What happens if aegon makes harrenhal his capital? Is it still cursed or ruined? Is dragonstone still given to the heir? Can you change it to a different location than I'm really interested in this now

It's cursed if you sieged the castle with dragons. If the walls remained free of dragonfire, you're okay.

You can usually tell whether Harrenhal is cursed or not, by looking at the owner's combat modifiers. If you notice the ominous -10 "?" modifier then you have a heads up.

If it has the province modifier "Harren's Castle is Compete" then it's perfectly fine, no curse. But King's Landing won't be built, so it's just a one barony county, and the Gold Road won't be built. Dragonstone will still be requested by your heir. And you can still change your capital via the normal method, but Harrenhal will be the de jure Capital of Westeros.

Do you know if anything like the white sword tower or gold cloaks appear

But the Kingsguard are just around, they don't have a holding.

It's cursed if you sieged the castle with dragons. If the walls remained free of dragonfire, you're okay. Even if you start as Harren it's already cursed and messed up. Such a bummer.
