I remember there was a Kingsguard submod which made them a bit more interesting to deal with than it is right now. Does that one still function under 1.9?

Knights of the Sword Tower? If so, I don't think that one has been updated in a while, so probably not.

I tried to load the mod myself in 1.9, it loads correctly. The game starts, and I can look into the White Book etc. Showing the correct Kingsguard members.
Also I found this quote there:
"This mod doesn't change any original files, so it is and should be compatible with all current and upcoming versions of AGOT. It also shouldn't conflict with any other submods (testing needed)"

All the features at least seem to be working as intended. I think the only reason the mod may ever become incompatible is if the original mod changes the way they the Kingsguard is handled.

I thought I had remembered someone having some sort of issue with it. Maybe it was with the white book. Is that working correctly?

Yea White Book seems to be the only thing that's kinda broken, or at least not working properly. cause it says the same thing on the Kingsguard that's brave, formidable warior, straight up perfect knight, and then some Craven trained warrior Kingsguad who shouldn't even be On Kingsguard. Oh and some of the Kingsguards don't have Honor modifiers, for some reason, might be cause they haven't done anything, but everything else seems to be working.

I'm hoping the main mod will flesh out the Kingsguard, either in their own vision or inspired by this one. It could really use it. Not just that, but the Kingsguard dynamically changing to Queensguard would make much sense whenever the situation applies itself.

Personal COA submod makes the kingsguard change to queensguard for female rulers (and rainbowguard for renly and his line)

I'd also really love a way to form a Kingsguard for empire tier titles other than the Iron Throne and still get all the same events as the Kingsguard would.

Oh and some of the Kingsguards don't have Honor modifiers, for some reason, might be cause they haven't done anything, but everything else seems to be working. Yeah, that sounds like the issue I remember someone having. I found an answer to this in the FAQ of the original post of the mod author.
"This is a funny thing, apparently triggered modifiers aren't given to non-landed characters, so only Lord Commander will get the modifier. But the other (good and bad) modifiers are working fine, so any KG without a modifier has no fame or infamy."

I updated the combat ratings for the events and modifiers to fit the updated personal combat scale in the mod. I'm guessing that may be why a craven, trained fighter would have the same thing said about him as a master fighter. Before, the master fighter trait had a combat rating of 16 whereas now it is 80, so all the combat ratings should be 5x what they were before.

I'm trying to get a hold of Turncloak at the moment to first ask permission if it would be all right, but all I have is trying to reach him or her on the old AGOT site. If anyone knows an alternative way to do so, it would be greatly appreciated. If I'm unable to get into contact with Turncloak after a while, I'll post the updated version regardless.
