Playing as Jon Snow, I used the restore Restore Castle Black, Shadow Tower, etc decisions and the titles can't be granted to brothers since they aren't allowed to marry. Tried to create a new vassal, and it created non-Night's Watch feudal vassals.

There should be a target decision in the diplomacy right-click menu called "Grant command". Try clicking on a brother you want to give a castle and look for it. It's different than "Grant a title", it should be somewhere near the end of the list.
