Not particularly compared to some of the other big mods out there, this one would just take a bit of effort. I have a very rough updated version of the mod that I maintain for my own use, but am uncertain what the norms are regarding uploading another modders work which has been abandoned.
As far as doing it yourself goes, It isn't difficult, just a little time consuming. The most thorough way of doing it would be to use Winmerge to compare the files in the 1.8 download with a 1.8 version of the AGOT mod, assuming that is archived somewhere. That way you can see exactly what changes have been made to the base game files and make note of them and where they occur. If I recall correctly there isn't too much done to the big files like 00_religions.txt.
Then you do the same comparison between the 1.8 version of this mod and the 1.9.1 files for AGOT. This is to see where things have changed. Some of the changes this submod makes are no longer necessary due to improvements in the base mod's 00_scripted_triggers.txt allowing for more simplified code in some places, and new features introduced in recent updates. Triggers especially because they let you have the same output with less input if that makes sense.
If you know a bit about modding paradox games and can recognize the difference between changes in the file structure due to new DLC (mainly Holy Fury) and changes due to things the mod has added, you can skip the first step and just compare the 1.8 submod files with 1.9.1 AGOT files. This is what I tend to do when updating abandoned mods for my own use which I why I emphasized the rough quality of the patch that I have compared to what the author themselves might put out. That's because doing it this way has some added risks of making mistakes when pruning unneeded code or leaving out something that is in fact crucial to making the submod work, but won't necessarily cause a crash meaning some feature may stop functioning on the back end but you won't necessarily notice it.
