Need help making a sub mod

so i am new to modding and I am trying to make a personal sub mod(will upload after if their is interest) that has some extra de jure kingdoms in it but i cant seem to get the titles to appear in game was wondering if someone with experience in this could help me figure out whats wrong with my code for the mod as of right now i've only added 1 kingdom to the stepstones just to learn how to do it i included my essosi titles modded file so anyone can look at the code if anyone can figure out what i did wrong and tell me how to correct it it'd be much appreciated
