Both Scorched Vale and Crow's Barrens are unoccupied when I load a new game in the War of the Seven Stars bookmark. I want my guy to be in there instead of it being empty and unclickable.

I made him in Northweald because I needed an existing ruler so Ruler Designer would work. Would I just change the 'title=' bit to the corresponding tag for Crow's Barrens or do I have to assign it in the 'titles' file as well?
Also, how do I check if my dynasty id and charid are taken in new saves?

If it's a created character, I don't think the ID would be taken. I've never played that bookmark, but if they're unoccupied, they're ruins, or whatever I'd imagine. So to get your guy there, you'd have to start the game, and colonize them. That's what I'd think.

The thing is that as soon as the game starts, the game assigns lords to these provinces, so there's nothing actually wrong with the provinces, they're just unavailable.

Oh, and when you're setting up the game, it doesn't designate them as ruins?
Anyway, if not though, just, when you start the game. Give yourself the title, then swap places with that other lord, if you want them in the game, give them the other title you hold. That's the alternative.

Go to titles history and add your character there when you want them to hold it
ex:
8000.1.1={ holder=99014521 }

I think I'm doing something wrong because whenever I make changes to the files, no changes appear in game... Is 'give_title c_crows_barrens' the correct console command if I want to have that province in game? I want the Moores to have Darkmoor back (where I created my character) and my character to have Crows Barrens.

Yes, give_title c_crows_barrens 99014521, then c_darkmoor back to whomever you want. I believe Crows Barrens now have the Lipps, though. Scorched Vale is the empty province.

Pro-tip, if you use charinfo and hover over a title (the shield) it actually gives you the tag aka the ID.
